State Senator Gene Yaw has announced the allocation of over $3.3 million in funding to support low-income individuals and enhance distressed areas in Lycoming and Sullivan counties. The funds were awarded through the Pennsylvania Department of Community and Economic Development’s Neighborhood Assistance Program (NAP).
"The Neighborhood Assistance Program allows businesses, communities, and organizations to work together to revitalize our neighborhoods and improve access to job opportunities, quality education, and affordable housing," said Yaw. "I am pleased to see this impactful investment in these worthy projects across the 23rd District."
The Pennsylvania College of Technology Foundation was among the recipients, receiving $1,154,998.80 in collaboration with Coterra Energy. This funding will be used to upgrade eight lab spaces for building automation, electrical, and HVAC students with updated equipment meeting industry standards. Additionally, the Foundation received $60,000 for scholarships aimed at students from low-income families, rural areas, as well as active military and veteran students.
"We are most grateful to Coterra Energy for partnering with us on this significant Neighborhood Assistance Program initiative," stated Penn College President Michael J. Reed. "This will allow us to enhance our HVAC lab along with our Building Automation and Electrical programs – and the overall student learning experience – while also expanding enrollment capacities."
YWCA Northcentral PA also received $915,750 for upgrading its aging electrical and HVAC systems to improve living conditions for residents of its homeless shelter.
These projects are part of a larger distribution of $34.3 million awarded statewide through NAP to 218 projects. The program provides tax credits up to 80 percent for businesses contributing to nonprofit efforts aimed at community revitalization. Legislation sponsored by Yaw alongside State Senator Nick Miller was included in the 2024-25 state budget aiming at expanding NAP.
