Senate committee reviews strategies to tackle community blight

Strategies for addressing blighted buildings in communities were discussed at a roundtable meeting of the Senate Majority Policy Committee. The event, chaired by Sen. Dave Argall and hosted by Sen. Lynda Schlegel Culver, focused on the impact of repairing or demolishing such structures.

"Blighted, decaying, rat-infested buildings can spread through a community like the plague, but fixing them can also be contagious," Argall stated. He noted that restoration or demolition of vacant properties could increase property values and attract new businesses.

Culver highlighted the importance of sharing success stories and challenges in tackling blight during the discussion. "I appreciate everyone coming together to have this conversation," she said.

The meeting addressed issues local officials face, including navigating code enforcement laws and securing funds for demolition. Many pointed out capacity problems for code enforcement officers responsible for holding negligent property owners accountable. Legal obstacles in demolishing properties at risk of collapse were also discussed.

Act 152 of 2016, authored by Argall, was recognized as a valuable funding source that has enabled communities to demolish blighted structures. Since its enactment, 26 counties in Pennsylvania have joined the program, raising millions for demolition efforts.

"Addressing these problems takes strong partnerships between state and local officials and private citizens," Argall remarked. He emphasized that understanding local issues helps create effective laws to address blight.
