Pennsylvania Senate approves bill to establish independent energy office

Legislation to create an Independent Energy Office in Pennsylvania has been approved by the state Senate. The bill, sponsored by Sen. Gene Yaw (R-23), aims to enhance energy policy management in the state.

"Pennsylvania has one of the most diverse energy portfolios in the United States," stated Yaw. "I believe an Independent Energy Office can streamline our approach to responsible energy policy and ensure a more cohesive strategy for managing our vast natural resources."

Senate Bill 187 proposes that the Independent Energy Office (IEO) be modeled after Pennsylvania's Independent Fiscal Office (IFO), established under Act 120 of 2010 and Act 100 of 2016. The IFO maintains neutrality on policies it evaluates and transparently shares methodologies, data sources, and assumptions used in its reports.

The bill has received backing from several industry representatives, including support from the Pennsylvania Chamber of Business and Industry. Amy Brinton, Director of Government Affairs at the Chamber, remarked, "Senator Yaw’s leadership on this legislation is a win for Pennsylvania’s economy and our energy future." She added that establishing an Independent Energy Office would assist in gathering necessary data for informed energy decisions while maintaining grid reliability.

Yaw's initiative is part of his ongoing efforts toward responsible energy development and ensuring PJM electric grid reliability. He has also proposed other measures related to grid stabilization, protection against intentional damage, and placing energy restriction decisions under state jurisdiction.

The legislation now advances to the House of Representatives for further deliberation.
