Senate OKs Framework for Carbon Capture Sequestration

HARRISBURG – The state Senate has approved Senate Bill 831, paving the way for the establishment of a legal and regulatory framework for carbon dioxide capture, utilization, and sequestration (CCUS) in Pennsylvania. Sen. Gene Yaw, the sponsor of the measure, emphasized the significance of this legislation by stating, “This legislation is a proactive step to secure Pennsylvania’s future as a hub for carbon capture and sequestration.” He added, “It’s a pragmatic solution to a problem that we all want to solve – reducing our carbon emissions without crippling the reliability of our existing power grid.”

According to the Great Plains Institute, Pennsylvania has the potential to store about 2.4 billion metric tons of carbon dioxide underground, a figure equivalent to the emissions from 517 million gas-powered passenger vehicles annually as stated by the EPA.

Robert Bair, the president of the Pennsylvania State Building and Construction Trades Council, highlighted the job creation potential of carbon capture technology, stating, “Carbon capture technology has the potential to create a significant number of good paying jobs in the construction industry while simultaneously creating family-sustaining permanent jobs for the citizens of our commonwealth.”

Sen. Gene Yaw emphasized Pennsylvania's unique qualifications for developing a vast CCUS network, citing the state's robust energy industry and extensive geological formations. He urged prompt action in establishing a solid regulatory framework to attract investment, development, and economic opportunities for the future.

The bill, now approved by the Senate, will proceed to the House of Representatives for further consideration.
