The Senate Environmental Resources and Energy Committee has approved several bills aimed at improving stream maintenance and providing enhanced protections for landowners. The announcement was made by Committee Chairman Gene Yaw (R-23).
Senate Bill 403 proposes that local government organizations be allowed to apply for permits to maintain streams within their jurisdiction for a minimum of ten years. Senate Bill 404 introduces a program enabling counties to opt-in for emergency maintenance permits, in collaboration with their county conservation district, to address stream hazards.
“Proper stream maintenance protects people, land and infrastructure from flood damage,” stated Yaw. “The need is immediate, and our local officials are in the best position to manage and maintain our streams. Eliminating unnecessary bureaucratic barriers and red tape can help prevent more widespread damage and destruction.”
Yaw highlighted the impact of Tropical Storm Debby last year, which caused severe flooding across nearly every county in his district. He emphasized the importance of being able to access streams for cleaning without the lengthy permit process currently required by Pennsylvania’s Department of Environmental Protection.
Both measures have received support from the Pennsylvania Association of Conservation Districts.
Additionally, the committee advanced two other measures designed to offer better protections for landowners. These bills will now proceed to the full Senate for further consideration.
