The Marcellus Shale Impact Fee has been a significant source of revenue for county and local governments within Pennsylvania’s 23rd Senatorial District, according to Senator Gene Yaw, who chairs the Senate Environmental Resources and Energy Committee. The fee, which is assessed on natural gas companies in addition to their regular business taxes, has generated more than $2.88 billion in tax revenue since its inception in 2011.
Senator Yaw stated, “The Impact Fee not only funds critical projects locally but also a wide variety of important environmental projects in communities throughout the state.” He emphasized the role of the natural gas industry in creating jobs and opportunities within Pennsylvania.
In the latest funding round based on 2024 natural gas production, $164.5 million was distributed across the state. Nearly $25.1 million of this amount will be allocated to counties and municipal governments within Yaw’s district.
The Pennsylvania Public Utility Commission announced specific disbursements as follows:
– Bradford County will receive a total distribution of approximately $10.9 million.
– Lycoming County is set to receive around $6.9 million.
– Sullivan County will obtain about $1.2 million.
– Tioga County is allocated roughly $6 million.
– Union County will receive just over $27,000.
Jim Welty, president of the Marcellus Shale Coalition, remarked on the broader benefits provided by Pennsylvania-produced natural gas: “Each day, Pennsylvanians benefit from cleaner air, more affordable energy, tens of thousands of jobs directly in the industry and a stronger position on the world stage thanks to domestic natural gas production and use.”
Revenue from impact fees supports various regional projects including infrastructure improvements like road repairs and bridge maintenance. Notable funded initiatives include levee rehabilitation in South Williamsport Borough and multiple park developments across several counties.
